CityInfluenceChanged (city, int)   Triggered when city influence radius changes (city, delta)
KillPop (city)     Remove a pop
MakePop (city[, int_player])     Create a pop
PopToCity (GEA_Pop)     Move a pop to it's home city
PopToField (GEA_Pop, location)     Move a pop to a new location
ZeroProduction (city)   Set a city's stored production to 0
