CreatePark (city, int_player)   City becomes a park
InjoinCity (city, int_player)   City is injoined
NanoInfectCity (city, int_player)   City gets nanoinfected
NukeCity (city, int_player)   The actual event that nukes a city
PlagueCity (city, int_player)   City gets plagues
RemoveFranchise (army, unit, city)   Sue a franchise
UnconvertCity (city)   City is reformed
