SLIC-Reference : : GetLastNewProposalType  

Arguments: player, foreigner, first/second_type Type: int

The returned INT is the NewProposalDB index

Player is the sender, foreigner is the receiver, and first/second_type is 0 to get the type of the 'initial' proposal or 1 to get the type of the 'in addition' proposal if it has one.
