Modifier to the War Discontent amount

Type: int Belongs to structure: IMPROVE_XXX
Valid values: Belongs to substructure:

NOTE: This value is multiplied by the current War Discontent amount and added in, thus a negative number (-0.25) is required to lower the War Discontent. Explanation for LOWER_PEACE_MOVEMENT in CTP1: reduces war unhappiness by X%.
